Judith Chilombo Kunda Beene is a seasoned Public Officer with over 20 years as an ICT/e-Government specialist and over six (6) years as a Principle officer in the Local Authorities. She began her career in information and Communication Technology (ICT) at Ndola City Council and later transferred to Lusaka City Council where she served in various ICT positions including ICT Manager for over 20 years. She was later upgraded to the position of Council Secretary and served three (3) Local Authorities namely, Nyimba, Chilanga and Kafue Town Councils. During her years of service at Lusaka City Council, she contributed in transitioning the ICT function from Mainframe legacy system to the Personal Computer - client server architecture environment and the development of the first website of the council through the UNESCO funded e-Government project in the early 2000s.Currently, Judith serves as ICT Director at the Ministry of Local Government Head Quarters since May 2024 to date.
She holds a bachelor's degree in computing with Honors from Greenwich University; master’s degree in public administration majoring in Electronic Government and Electronic Policy from Sungkyunkwan University – Seoul, South Korea; and Master of Business Administration (Executive) from University of Zambia. Short courses include Lecturing/Teaching Methodology, Gender mainstreaming and other. Judith has shared professional experiences both locally and outside Zambia and served as a Member on the Lusaka Water Supply and Sanitation (LWSC) Board of Directors for over two years.
She is a member of the Institute of Directors and the Institute of Information and Communications Technology Association of Zambia (ICTAZ).Her likes include, travelling, reading, making friends and sewing.
