Judith Chilombo Kunda Beene is a seasoned Public Officer with over 20 years of experience in ICT and e-Government systems. She has served extensively within Local Authorities and Government institutions, contributing to the modernization and digitization of public service delivery.She began her career in Information and Communication Technology at Ndola City Council and later transferred to Lusaka City Council where she served in various ICT roles including ICT Manager.

During her tenure at Lusaka City Council she played a key role in transitioning the ICT environment from legacy mainframe systems to modern client-server architecture and contributed to the development of the council’s first website through a UNESCO funded e-Government initiative.

She currently serves as Director – ICT at the Ministry of Local Government and Rural Development where she oversees the digitization of the Local Government Sector and the rollout of ICT systems across Local Authorities.
