The Department of Human Resources and Administration is responsible for effectively and efficiently managing and developing human resources for improved individual and organisational performance. To achieve this objective, the department operate through specialised units whose activities are summarised as follows:

3. Human Resources Development
4. Purchasing and Supplies, and
5. Registry

HR FUNCTIONS

1. Recruitment and placement of staff;
2. Payroll management and establishment control;
3. Interpretation of conditions of service;
4. Institutionalizing performance management systems in the Ministry in collaboration with all departments;
5. Discipline and general staff welfare; and
6. HIV/AIDS and Gender Liaison.

DEPARTMENTAL OBJECTIVE:  Improve Human Capital

ADMINISTRATION: To effectively and efficiently provide logistical and administrative support service for the smooth operation of the Ministry.

The Department is responsible for the following functions:-

• Recruitment and placement of staff;
• Interpretation of conditions of Service;
• Staff Welfare programs including the coordination of HIV/AIDS prevention and awareness;
• Institutionalizing of the Performance Management systems in the ministry in collaboration with all departments ;
• Discipline and general staff welfare
• Staff development and discipline;
• Records Management;
• Secretarial Services;
• Human Resource Management and Development
• Managing the Establishment and Payroll of  the Ministry; and
• Office Management i.e. transport, cleanliness, security, accommodation and office maintenance
