MNISTER, HON GIFT SIALUBALO UNVEILS NEW LASF BOARD MEMBERS, URGES INNOVATION

The Minister of Local Government and Rural Development, Hon. Gift Sialubalo, MP, has unveiled a new Board for the Local Authorities Superannuation Fund (LASF), urging members to introduce innovative ways to ensure timely pension disbursements to retiring council and utility workers.
LASF, a public pension scheme under Cap 284 of the Laws of Zambia, serves employees from Local Authorities, Water Utilities, ZESCO Limited, and the National Housing Authority.
The new Board is chaired by pension expert Mr. Martin Libinga. Other members include:
Mr. Emmanuel Mwinsa – President, ZULAAWU
Ms. Sombo Kawilila Kaela – Town Clerk, Luanshya
Mr. Desmond Banda – Assistant Director, Ministry of Finance
Mr. Martin Sodala – Chief Rural Development Officer
Ms. Agness Taonga Msiska – Acting Senior Parliamentary Counsel
Ms. Muchimba Sikumba Dils – Civil Society Representative.
Hon. Sialubalo urged the Board to prioritize retirees’ welfare and improve contribution compliance among employers.
Meanwhile Board Chairperson Mr. Martin Libinga assured the Government of the Board’s commitment to transparency, sustainability, and pension system efficiency.
