The Permanent Secretary for Local Government and Rural DevelopmentβAdministration, Dr. Gabriel Pollen, has reaffirmed Governmentβs commitment to strengthening the Cash for Work Programme as a key driver of community development, rural transformation, and inclusive growth.
Speaking during an engagement with stakeholders, including the Zambia Institute for Policy Analysis and Research (ZIPAR), UNU-WIDER, senior Government officials, captains of industry, and development partners, Dr. Pollen emphasized that the programme is not merely a social support initiative but a practical tool for empowering local authorities and building resilient communities.
He highlighted that through the programme, local councils across the country have coordinated labour-intensive public works such as the rehabilitation of feeder roads, drainage systems, environmental cleaning, afforestation, and maintenance of public infrastructure. These interventions have not only improved service delivery but also strengthened community ownership of development projects.
Dr. Pollen noted that participating households have benefited from income support, which has enhanced food security, enabled small household investments, and stimulated local economic activity, especially in rural districts. He further observed that the multiplier effect of the programme within local markets continues to contribute positively to local economies.
The Permanent Secretary also underscored the programmeβs role in enhancing decentralisation by strengthening transparency, accountability, and community-level planning through the involvement of Ward Development Committees and other grassroots structures. He commended the strong participation of women and young people, which supports inclusive development and household welfare.
While acknowledging the progress made, Dr. Pollen stressed the importance of continuous improvement, particularly in ensuring timely disbursement of funds, effective beneficiary targeting, robust monitoring systems, and stronger coordination between central Government, local authorities, and cooperating partners.
He thanked cooperating partners, traditional leaders, and implementing teams for their dedication and collaboration, and encouraged stakeholders to provide candid reflections and constructive recommendations to further strengthen the programme.
