LUWINGU: The Minister of Local Government and Rural Development Honourable Gift Sialubalo, MP, has noted with gratitude that the decision to utilize the Constituency Development Fund (CDF) to procure earth-moving equipment by Local Authorities for rehabilitation of Feeder Roads, is now serving as a primary tool for opening up hard-to-reach communities, previously neglected due to geographical isolation.
Hon. Sialubalo stressed that the CDF’s decentralised approach is empowering communities to identify their most-pressing needs such as rehabilitation of critical Feeder Roads using CDF procured earth-moving equipment, thereby connecting remote areas to main economic hubs.
Hon. Sialubalo highlighted that such an initiative of opening-up rural parts of the Country is a clear demonstration of how the CDF is transforming lives and enhancing access to quality education, health and agriculture services even in the most hard-to-reach areas.
He stated that better-connected communities lead to economic activities, improved school attendance, faster movement of agricultural produce, and greater access to essential services, a development underscoring that CDF is a game-changer.
The Minister was speaking at Luwingu Town Council, today, when he commissioned the earth-moving equipment. He encouraged the Local Authority to rehabilitate major Feeder Roads to reduce transportation bottlenecks for agricultural products, and easing access to health and education services.
The earth-moving equipment, which includes a Motor Grader, Roller Compactor, and Excavator, was procured at a cost of K10, 500, 000.00 using the 2025 CDF allocation.
“Today, we are witnessing the impact of that CDF implementation. This equipment we are commissioning will significantly support Luwingu District’s development by opening and maintaining feeder roads, improving access to schools, health facilities, and markets,” Hon. Sialubalo stated.
To ensure the newly procured equipment effectively drive development, the Minister implored Local Authorities across the Country to ensure proper maintenance, security, and effective utilization of the machines.
Speaking at the same occasion, His Royal Highness Chief Chipalo of Luwingu District noted the positive impact of the enhanced CDF, citing unprecedented development in the areas of increased construction of classrooms, health facilities, maternity annexes, and rehabilitation of feeder roads, which had historically lacked attention.
